Using the A1-4 Subsidy for TCM Clinic Software in Hong Kong
The Chinese Medicine Development Fund’s A1-4 scheme (改善中醫診所設施資助計劃) lists TCM clinic software among the items it funds. It can fund up to half of a year’s software cost, and the Fund decides eligibility and amounts.

What it funds
Item A1-01 “computer hardware and related software” lists TCM clinic software and TCM clinic record systems as examples, alongside computers and printers.
- Rate: up to 50% of the actual cost for most items.
- Limit: up to HK$25,000 in total per premises run by a business, or HK$50,000 per premises run by a non-profit organisation.
- Timing: applications are accepted all year and reviewed in batches; processing takes about three months once all documents are in.
Who can apply
The premises must have a fixed business address on its business registration, a dedicated consultation room, and at least one registered or listed Chinese medicine practitioner practising there. The applicant must hold a valid business registration or be an eligible non-profit organisation. Premises run by a sole proprietor get priority.
Four things to know first
- Anything bought before approval is not funded. Apply first and buy after approval.
- A purchase above HK$5,000 needs quotations. Up to HK$50,000, invite at least two written quotations and accept the lowest qualified one. Splitting purchases or shortening a normal contract to avoid this is not allowed.
- Finish within 12 months and keep using it for at least a year after completion.
- The subsidy is paid afterwards. The clinic pays first, then claims within two months of completion with receipts and photos. Keep quotations, invoices and receipts for at least seven years.
Steps
- Check eligibility and read the application guide and form on the Fund’s page.
- Choose a system and try it with your clinic’s daily workflow first.
- Prepare the form, business registration, practitioner documents and quotations. If you already use a supplier’s free trial, declare it in your application and ask the Fund what proof it needs.
- Submit by email to [email protected], titled “申請改善中醫診所設施資助計劃/A1-4計劃”, or by post.
- After approval, follow the procurement rules and keep invoices and receipts.
- Claim the subsidy within two months of completing the project.
